Vinnytsia municipality in Ukraine is developing a district heating investment roadmap with support from Energy Modelling Lab. Vinnytsia has around 370,000 residents, sits on the Southern Bug river, and is a major industrial centre. It was the first municipality in Ukraine to announce alignment with the European Green Deal. District heating already supplies around 40 percent of Ukrainian residents during the heating season, and the national Renewable Energy Action Plan targets raising the renewable share of heating and cooling from 20.8 to 32.5 percent by 2030.

The work maps local energy resources available to Vinnytsia, including river water, wind, waste energy, geothermal and solar, and assesses how feasible each is to integrate into the district heating network. It also reviews the existing infrastructure for retrofit, replacement and expansion opportunities, and produces between 20 and 30 scenarios for modernising the system, testing the effect of energy taxation, resource choice, alignment with the EU Taxonomy, resilience through combined technologies and storage, marginal production costs, grid expansion potential, and building level efficiency measures.
