Updating TIMES-Vietnam for the 2023 Energy Outlook

Energy Modelling Lab is updating and redesigning the TIMES-Vietnam model, developing the scenarios used for the analyses in the Viet Nam Energy Outlook Report 2023. Viet Nam is already making headway in planning for the energy sector, heading towards net zero emissions by 2050.

The Viet Nam Energy Outlook Report 2021 examined possible pathways for the energy sector and featured a trajectory to reach the net zero target for the first time, finding that a sustainable energy system would enable self sufficiency, and that wind and solar are cheaper long term solutions than coal and gas, even though coal remains the leading power source today. The TIMES-Vietnam model supports strategic energy planning by helping decision makers identify the most cost effective and feasible pathways to a sustainable green transition.

From stakeholder scenarios to policy recommendations

The first step is meeting with Vietnamese partners to agree on the questions to address, the relevant analyses to undertake, and the scenarios to design. We then redesign and update the TIMES-Vietnam model, strengthening its representation of new decarbonisation technologies and integrating relevant constraints.

The core scenarios focus on realising the net zero target, allowing a comprehensive investigation of optimal solutions, with results reflected in recommendations for policymaking. The process fosters wide consensus and understanding of Viet Nam’s energy challenges and opportunities in the mid to long term.

Outputs

An updated TIMES-Vietnam model with strengthened representation of decarbonisation technologies, generating the core net zero scenarios for the 2023 Outlook.

Meeting with Vietnamese partners throughout the project to agree the scope, the relevant analyses, and the scenarios to design.

The Viet Nam Energy Outlook Report 2023 identifies cost optimised solutions for a sustainable energy system, letting decision makers explore the system wide implications of reaching 2050 targets and Viet Nam’s contribution to the Paris Agreement.
